The method may comprise the steps of: measuring a congestion ratio for a resource associated with sidelink (SL); determining the priority of a service on the basis of the quality of service (QoS) of the service and a state of the first device; and determining a transmission parameter on the basis of the congestion ratio and the priority of the service.
