Abstract:
The present disclosure relates to a 5G or 6G communication system for supporting a higher data transmission rate. According to the present disclosure, in a mobile communication system, when a disaster has occurred in a cell or PLMN in which a terminal is located, the terminal selects another cell or PLMN and provides a method for controlling access to the other cell or PLMN, such that, even when a disaster has occurred, the terminal may efficiently carry out communication through the other cell or PLMN.
