A plurality of sample points are set on the image depicting roads and vehicles taken by a video camera, and sample points which may include vehicles are detected as presence sample points. Sample points which may include moving vehicles are detected as motion sample points. A block comprising a plurality of adjacent sample points including at least a predetermined proportion of motion sample points are detected as a motion block. Next, presence sample points outside the motion block are detected as jam sample points, and a block comprising a plurality of adjacent sample points including at least a predetermined proportion of jam sample points is detected as a jam block. The condition of the traffic jam on the image road is measured on the basis of the jam block detected by the procedure described above.
