The present invention provides a method of a cluster system paging a terminal and a dispatching sub-system thereof applying to radio communication field. The present invention determines whether a called terminal is the terminal that its location has not been updated for long time by predefining time threshold in a cluster home register, and uses the state that has not been updated for long time to indicate this kind of terminal when the terminal is the terminal that its location has not been updated for long time, and limits paging times of the terminal that its location has not been updated for long time or paging times of the terminal that is in off state by predefining paging times threshold in a dispatching control center, so that unnecessary paging and/or calling-leak resulted from difference between the on-off state of the terminal registered in cluster system register and the actual on-off state of the terminal is avoided, and waste of radio resource is avoided.
