Abstract:
The present invention relates to image decoding of a sequence of coded pictures block-by-block, the image decoding including: a step for decoding a first high level syntax element from a bitstream to determine, on a sequence level, whether affine motion prediction is permitted; and a step for extracting a second high level syntax element for each of at least one coding tool from the bitstream by relying on the first high level syntax element, and thereby determining, on a picture level, whether each of the at least one coding tool is permitted. The at least one coding tool includes sample-by-sample adjustment of affine motion prediction samples. An image decoding device adaptively performs the affine motion prediction on a target block and the sample-by-sample adjustment of the affine motion prediction samples according to the determinations on the sequence level and the picture level.
