A device for managing mobile personal medical records of the present invention includes: a customer information managing unit that registers customer information including mobile equipment information in response to a customer registration request from mobile equipment through communication with a customer's mobile equipment, and stores and manages the customer information in a database; and a medical record managing unit that aggregates and converts medical records for a registered customer, transmits the medical records to the customer's registered mobile equipment, stores and manages transmitted medical records in the medical record database, and enables a customer to manage the medical records through a reader software program installed in mobile equipment. Accordingly, since there is no cloud server, a medical institution side may save server purchase and operation costs, a leased-line cost, and a security maintenance cost, and since a medical institution provides a medical record to only the mobile equipment of a patient side, security increases. Since the patient side stores and manages the medical records of many medical institutions in the patient's mobile equipment and may conveniently retrieve the medical records throughout the patient's life, it is possible to promote the qualitative enhancement of treatment.
