The invention relates to motor engineering and can be used for internal combustion engines. Said invention makes it possible to reduce fuel consumption and the toxicity of exhaust gas by increasing the efficiency of the preparation of fuel. Fuel is divided into a central and peripheral streams. The central stream passes through an orifice (6) embodied in the bottom of a hollow (15) and comes to a divergent cavity (14). The peripheral stream passes to an annular chamber (9) where the fuel directly contacts the surface of an annular magnet (10). The successive passage of the peripheral stream through the hollows (16) and (17) of the peripheral channels provided with orifices (7) produces the swirl components thereof originating whirl currents which are transferred to a spiral magnetic core (19) and form a pulsating magnetic field, thereby increasing the efficiency of the fuel preparation. During the passage of the peripheral stream through an axial orifice (10), the speed thereof is limited by the reduction of a passage section with the aid of a unit (18) which limits the speed of the peripheral stream.
