A device 1 for treating a solution with a membrane comprises a first membrane treatment unit 10 that has a high pressure chamber 12 and low pressure chamber 13 partitioned by a semipermeable membrane 11. The device 1 separates, into a first solution and a second solution, the flow of a treatment target solution having passed through the high pressure chamber 12, and causes the first solution to pass through the low pressure chamber 13 and thereby transfers water included in the treatment target solution in the high pressure chamber 12 to the first solution in the low pressure chamber 13 to concentrate the treatment target solution. The device 1 comprises: a heating device 20 for heating, with an external heat source, the treatment target solution before being supplied to the first membrane treatment unit 10; and heat recovery devices 31, 30 for performing heat exchange between the treatment target solution before being heated by the heating device 20 and at least one of the first solution and second solution having been subjected to membrane treatment with the first membrane treatment unit 10.
