In a diversity handover, a mobile machine compares the quality of the received signal with a target quality, and based on the result of the comparison sends a transmission power control signal to the base station. Each base station counts the transmission power control signals received from the mobile machine and representing an instruction to reduce the transmission power and sends regularly the count to the base station control device. The base station control device sums the count every base station and determines that the downlink wireless transmission channel from the base station having the maximum sum to the mobile machine is best.
