The present invention relates to a method for manufacturing raw paper for an eco-friendly paper cup and, more specifically, to a method for manufacturing raw paper for an eco-friendly paper cup, wherein the raw paper shows excellent heat sealability, water resistance, and adhesion resistance, can be easily recycled, and can be biodegraded in a natural environment.
