A method for producing a highly tough FRC material, wherein a hardened product of a crack dispersion type of highly tough FRC material being composed of a cement-based composition material and PVA short fibers and exhibiting a tensile strain of 1 % or more in a tensile test (age: 28 days) is produced by the placement in site, characterized in that a primary mixed product is prepared by the use of a forced action biaxial mixer as a mixing apparatus for incorporating PVA short fibers into said cement based composition material, the above primary mixed product is transferred to a site for placement, said primary mixed product is charged into a mixer installed at the site, an agitation is effected for further mixing and the resultant secondary mixed product is placed in site.
