In a step (I) of producing a filler-containing slurry solution by dispersing a filler in a dispersion solvent, two types of fillers, i.e., carbon black (A) having a specific surface area by a nitrogen adsorption method (a N2SA-(A) value) of 130 m2/g or less and carbon black (B) having a N2SA-(B) value that is lower by 25 m2/g or more than the N2SA-(A) value, are used. The formula: 1.1α(B)×β(B) ≤ α(A)×β(A) ≤ 1.5α(B)×β(B) is satisfied, wherein α(A) and α(B) respectively represent the dispersion treatment time (min) for carbon black (A) in the dispersion solvent and the dispersion treatment time (min) for carbon black (B) in the dispersion solvent, and wherein β(A) and β(B) respectively represent the number of revolutions (rpm) of a rotor of a dispersion treatment apparatus which is used in the dispersion treatment of carbon black (A) and the number of revolutions (rpm) of a rotor of a dispersion treatment apparatus which is used in the dispersion treatment of carbon black (B).
