Abstract:
A method of providing services of handling civil affair report and guarantee on the Internet, includes the steps of receiving an application for civil affair report or a letter of guarantee from a user through the Internet (filing step), verifying whether the user is a civil affair reporter or guarantor according to the request in the filing step (verification step), on-line requesting a pertinent issuing organization to issue the supporting document to be transmitted to the application for civil affair report or letter of guarantee if the supporting document needs to be issued (handling step), making an on-line settlement with a financial institution for the cost required for handling the civil affair report or guarantee, requested in the filing step (payment step), and on-line reporting the filed civil affair report or on-line transmitting the guarantee related particulars to a requesting organization, if settlement has been successfully made in the payment step (service handling step). Therefore, the user can simply and conveniently achieve a civil affair report or guarantee just by connecting to a site that provides the service through the Internet and by entering particulars necessary for completing the service. Also, issuance of additional supporting document(s) and payment for the cost necessary for handling the civil affair report or guarantee, are simultaneously carried out on-line, the service can be provided so fast.

What is claimed is :
1. A method of providing services of handling civil affair report and guarantee on the Internet, comprising the steps of : receiving an application for civil affair report or a letter of guarantee from a user through the Internet and keeping the same on file (filing step) ; verifying whether the user is a civil affair reporter or guarantor according to the request in the filing step (verification step) ; handling a supporting document to be transmitted to the application for civil affair report or letter of guarantee, by attaching the supporting document to the application for civil affair report or letter of guarantee if the user owns the supporting document if additional supporting documentation is required in the filing step, or online requesting a pertinent issuing organization to issue the supporting document to be transmitted to the application for civil affair report or letter of guarantee if the supporting document needs to be issued (handling step) ; making an online settlement with a financial institution for the cost required for handling the civil affair report or guarantee, requested in the filing step (payment step) ; online reporting the filed civil affair report or online transmitting the guarantee related particulars to a requesting organization, if settlement has been successfully made in the payment step (service handling step) ; and keeping track of service handling results of the application for civil affair report or guarantee, handled in the service handling step, in realtime through the Internet (online opening step).

The method according to claim 1, wherein the filing step comprises the substeps of : (11) verifying whether the user who has connected to the Internet is a registered subscriber, and if not, determining whether the user wants to register ; (12) causing the user to enter his/her personal data, if it is determined that the user does not want to register in step (11), and performing a predetermined registration procedure, if it is determined in step (11) that the user wants to register ; (13) verifying whether the user is a civil affair reporter or a guarantor ; (14) assigning a receipt number to the civil affair reporter and causing the civil affair reporter to enter the kind of a civil affair to be reported, if it is verified in step (13) that the user is a civil affair reporter ; and (15) causing the guarantor to specify a letter of guarantee, if it is verified in step (13) that the user is a guarantor.
3. The method according to claim 1, wherein the verification step is performed using electronic signature or credit card information.

The method according to claim 1, wherein the payment step comprises the substeps : (41) causing the user to select one among electronic bill, credit card, Internet banking and electronic GIRO based payment methods for the cost required for handling the civil affair report or guarantee ; (42) making an online settlement with a management organization of electronic bill payment, if an electronic bill based payment method is selected in step (41) ; (43) causing the user to enter credit card information and making an online settlement with a pertinent financial institution, if a credit card based payment method is selected in step (41) ; (44) causing the user to enter Internet banking related information and making an online settlement with a pertinent financial institution, if an Internet banking based payment method is selected in step (41) ; (45) issuing an electronic GIRO to the user if an electronic GIRO based payment method is selected in step (41) ; and (46) performing the service if payment has been successfully made in steps 42 through 45, and transmitting to the user a message saying that payment is not successfully made, if not and then returning to the filing step.

The method according to claim 1, wherein the handling step comprises the substeps of : (51) requesting issuance of the supporting document through the Internet ; (52) making an online settlement with the pertinent financial institution for the cost required for handling the supporting document requested in step (51) ; (53) online requesting the issuing organization to issue the supporting document requested in step (51) if settlement has been successfully made in step (52) ; and (54) delivering the issued document by a method specified by the user if the supporting document requested in step (53) is issued.

The method according to claim 5, wherein the step (51) comprises the substeps of : verifying whether the user is already registered, and if not, causing the user to enter particulars necessary for registration or to enter personal data for producing the supporting document ; causing the user to enter information necessary for filing and delivering the supporting document, including the kind, quantity, delivery method and delivery place of the supporting document ; and determining whether the requested supporting document requires identification of the person concerned, proceeding to the step (52) if not, and verifying that the user is the person concerned and then proceeding to the step (52) if yes.

The method according to claim 5, wherein the step (52) further includes the step of entering a payment method of the cost required for handling the supporting document, before performing the steps (41) through (45), proceeding to the step (53) if settlement has been successfully made, and if not, transmitting to the user a message saying that settlement has not been successfully made and then returning to the filing step.
8. The method according to claim 5, wherein the step (54) includes the step of issuing the supporting document in the form of an electronic document or electronically issued document, if electronic delivery is specified by the user.
9. The method according to claim 8, further comprising the step of, when the requesting organization receives the electronically issued document, connecting to a site that issues the electronically issued document and verifying whether the received document is identical with the original copy.
10. The method according to claim 1, wherein the online opening step comprises the substeps of : producing special codes representing a pertinent civil affair or matter to be guaranteed to the application for civil affair report or letter of guarantee, if the handling deadline set by the requesting organization is a few days ; and transmitting the pertinent document in realtime by identifying the special codes when the pertinent document passes through multiple departments in charge to then be delivered to the civil affair site and a representative site of the requesting organization.
Description:
METHOD OF PROVIDING SERVICES OF HANDLING CIVIL AFFAIR REPORT AND GUARANTEE ON INTERNET Technical Field The present invention relates to a method of providing services of handling civil affairs and guarantee on the Internet, and more particularly, to a method of providing services of on-line handling civil affairs and guarantee on the Internet, and simultaneously on-line performing payments and incidental procedures such as issuing supporting documents to be appended to the main document, thereby rendering fast and convenient services concerning civil affair reports and guarantee procedures.

Background Art As the Internet is widely being used today, without being restricted to specific areas, and has become an important aspect in reality, the Internet users have rapidly increased in number. Accordingly, the number of Internet sites that provide the Internet users with particular services continues to grow rapidly.

There are quite often instances in everyday life where people need to report to institutions, such as public offices, on particular civil affairs, or to find guarantor (s) in order to utilize particular services of loan, for example. Civil affairs to be reported to public offices include, but not limited to, family register related reports such as birth, marriage, domicile transfer, establishment of a branch family, divorce, entry in the family register, adoption, changed name, rectification of family register, paternity or death ; resident registration related reports such as emigration, rectification (cancellation) of resident registration or moving-in notification ; military related reports such as application for examination for conscription in the place of residence, application for grace of military service, change of conscription notice recipient, application for examination for preference conscription or student's application for enlisting in the army ; automobile related reports such as change of matters to be reported concerning two-wheeled vehicles, disuse of two- wheeled vehicle, use of two-wheeled vehicle or reissue of two-wheeled vehicle report certificate ; construction and maintenance related reports such as new construction (extension or reconstruction), breast wall and/or fence or permit of temporary private use of

public road ; and reports such as seal-making and registration of handicapped.

Among civil affairs to be reported to public offices, several items to be reported, such as a marriage report, requires giving reference (s). Also, even in private relationships, there are many instances where guarantors should be designated, for example, when a bank loan is sought or a minor purchases cellular phone.

Conventionally, when civil affair reports are made or a guarantor is designated as necessary, the person concerned or the guarantor must pay a visit to the authorities concerned in person, which is quite an inconvenient and bothersome task. Currently, most public offices are computerized and the network system that allows different public offices to exchange information on-line has been developed. Even with the use of computerized systems, there is still a room for on-line services of handling civil affair reports or guarantee.

In particular, the civil affairs to be reported by one concerned in person are more difficult to handle due to necessity of verifying the one. This situation is more serious to regular workers whose on-duty hours are almost the same as those of public offices.

Disclosure of the Invention To solve the above-described problems, it is an object of the present invention to provide a method of providing services of handling civil affairs and guarantee on the Internet immediately on the spot and simultaneously performing payments and incidental procedures, such as issuing supporting documents to be appended to the main document, on-line, thereby rendering fast and convenient services concerning civil affair reports and guarantee procedures.

To accomplish the above object, there is provided a method of providing services of handling civil affair report and guarantee on the Internet, including the steps of receiving an application for civil affair report or a letter of guarantee from a user through the Internet and keeping the same on file (filing step), verifying whether the user is a civil affair reporter or guarantor according to the request in the filing step (verification step), handling a supporting document to be transmitted to the application for civil affair report or letter of guarantee, by attaching the supporting document to the application for civil affair report or letter of guarantee if the user owns the supporting document if additional supporting

documentation is required in the filing step, or on-line requesting a pertinent issuing organization to issue the supporting document to be transmitted to the application for civil affair report or letter of guarantee if the supporting document needs to be issued (handling step), making an on-line settlement with a financial institution for the cost required for handling the civil affair report or guarantee, requested in the filing step (payment step), on- line reporting the filed civil affair report or on-line transmitting the guarantee related particulars to a requesting organization, if settlement has been successfully made in the payment step (service handling step), and keeping track of service handling results of the application for civil affair report or guarantee, handled in the service handling step, in real- time through the Internet (on-line opening step).

Here, the filing step includes the sub-steps of (1-1) verifying whether the user who has connected to the Internet is a registered subscriber, and if not, determining whether the user wants to register, (1-2) causing the user to enter his/her personal data, if it is determined that the user does not want to register on step (1-1), and performing a predetermined registration procedure, if it is determined in step (1-1) that the user wants to register, (1-3) verifying whether the user is a civil affair reporter or a guarantor, (1-4) assigning a receipt number to the civil affair reporter and causing the civil affair reporter to enter the kind of a civil affair to be reported, if it is verified in step (1-3) that the user is a civil affair reporter, and (1-5) causing the guarantor to specify a letter of guarantee, if it is verified in step (1-3) that the user is a guarantor.

Preferably, the verification step is performed using electronic signature or credit card information.

Also, the payment step may include the sub-steps (4-1) causing the user to select one among electronic bill, credit card, Internet banking and electronic GIRO based payment methods for the cost required for handling the civil affair report or guarantee, (4- 2) making an on-line settlement with an electronic bill management organization, if an electronic bill based payment method is selected in step (4-1), (4-3) causing the user to enter credit card information and making an on-line settlement with a pertinent financial institution, if a credit card based payment method is selected in step (4-1), (4-4) causing the user to enter Internet banking related information and making an on-line settlement with a pertinent financial institution, if an Internet banking based payment method is selected in

step (4-1), (4-5) issuing an electronic GIRO to the user if an electronic GIRO based payment method is selected in step (4-1), and (4-6) performing the service if payment has been successfully made in steps 4-2 through 4-5, and transmitting to the user a message saying that payment is not successfully made, if not and then returning to the filing step.

Here, if no additional supporting documentation is required, the procedure goes to the settlement step, and if additional supporting documentation is required, the handling step may be divided into two cases : attaching the supporting document if the supporting document is owned by the user ; and requesting issuance of the supporting document if the supporting document is not owned by the user. Here, the handling step may include the sub-steps of (5-1) requesting issuance of the supporting document through the Internet, (5- 2) making an on-line settlement with the pertinent financial institution for the cost required for handling the supporting document requested in step (5-1), (5-3) on-line requesting the issuing organization to issue the supporting document requested in step (5-1) if settlement has been successfully made in step (5-2), and (5-4) delivering the issued document by a method specified by the user if the supporting document requested in step (5-3) is issued.

Here, the step (5-1) comprises the sub-steps of verifying whether the user is already registered, and if not, causing the user to enter particulars necessary for registration or to enter personal data for producing the supporting document, causing the user to enter information necessary for filing and delivering the supporting document, including the kind, quantity, delivery method and delivery place of the supporting document, and determining whether the requested supporting document requires identification of the person concerned, proceeding to the step (5-2) if not, and verifying that the user is the person concerned and then proceeding to the step (5-2) if yes.

Also, the step (5-2) may further include the step of entering a payment method of the cost required for handling the supporting document, before performing the steps (4-1) through (4-5), proceeding to the step (5-3) if settlement has been successfully made, and if not, transmitting to the user a message saying that settlement has not been successfully made and then returning to the filing step.

In step (5-3), the step of requesting issuance of the supporting document is performed through the Internet running a program having a function of automatically notifying the issuing organization of any request for issuance of supporting document, so

that the one who is in charge of issuing the supporting document may be notified of occurrence of request immediately.

Brief Description of the Drawings The above object and advantages of the present invention will become more apparent by describing in detail a preferred embodiment thereof with reference to the attached drawings in which : FIG. 1 is a schematic diagram showing the service provided according to the present invention ; FIG. 2 is a flowchart showing an embodiment of the present invention ; FIG. 3 is a flowchart showing a detailed embodiment of a filing step shown in FIG. 2 ; FIG. 4 is a flowchart showing a detailed embodiment of a verification step shown in FIG. 2 ; FIG. 5 is a flowchart showing a detailed embodiment of a payment step shown in FIG. 2 ; FIG. 6 is a flowchart showing a detailed embodiment of a notification step shown in FIG. 2 ; FIG. 7 is a flowchart showing a detailed embodiment of a handling step shown in FIG. 2 ; and FIGS. 8 and 9 are a flowchart showing another detailed embodiments of the handling step shown in FIG. 2.

Best mode for carrying out the Invention Preferred embodiments of the present invention will now be described in detail with reference to the accompanying drawings.

FIG. 1 is a schematic diagram showing the service provided according to the present invention, in which the provider of the service according to the present invention is a civil affair report and guarantee handling site 12. Hereinafter, the civil affair report and guarantee handling site 12 will be simply referred to as a civil affair site, for brevity.

A user 11 connects to the civil affair site 12 through the Internet 20 to make a civil

affair report or to request a guarantee process. Then, the civil affair site 12 on-line transfers an application for civil affair report or a letter of guarantee, containing particulars input by the user 11, to an organization 14 that requests civil affair report or guarantee (to be briefly referred to as a requesting organization), through the Internet 20.

In some cases, in addition to particulars necessary for civil affair report or guarantee, which are input by the user 11 on the civil affair site 12, additional supporting documentation may be required, for example, a written judgment of the divorce decision in a divorce report. In this case, the user 11 has only to supplement a particular supporting document to the relevant application for civil affair report or letter of guarantee if the user 11 owns the supporting document. However, if the user 11 does not own the supporting document, the user 11 requests an organization 13 that issues the corresponding document (to be briefly referred to as an issuing organization) to issue the document on-line through the civil affair site 12.

If the issuing organization 13 issues the supporting document, the supporting document is delivered to the requesting organization 14 as an annex to complete the application of civil affair report or letter of guarantee, exerting the same effect as paper- based supporting documentation. A delivery method of the supporting document and a delivery place, to which the supporting document is to be delivered, may be arbitrarily determined by the user 11. Settlement of the cost required for handling the civil affair report or guarantee is also made on-line with a financial institution 15. Thus, all procedures incidental to handling the civil affaire report or guarantee are immediately performed on-line.

FIG. 2 is a flowchart showing an embodiment of the present invention. Referring to FIG. 2, a process of providing services of handling a civil affair report and guarantee according to the present invention will be illustrated through a detailed example.

First, the civil affair site 12 receives an application for civil affair report or a letter of guarantee from the user 11 through the Internet 20 and keeps the same on file (step S210 : a filing step).

FIG. 3 is a flowchart showing a detailed embodiment of the filing step (S210) shown in FIG. 2. Referring to FIG. 3, an example of performing the filing step will be described in detail.

The user 11 who intends to use the service according to the present invention connects to the Internet 20 (step S211) and then directly connects to the civil affair site 12 (step S212). Otherwise, the user 11 may connect to the civil affair site 12 through a link established in a site of the pertinent organization (step S211-1) after connecting to a site operated by the requesting organization 14 (step S212).

Then, the civil affair site 12 receives the user's ID and verifies if the user 11 is a registered subscriber (step S213-1), and if yes, allows the user 11 to change registered information at user's option (step S213-2). However, if it is verified in step S213-1 that the user 11 is not registered, the civil affair site 12 checks whether the user 11 wants to select ID registration (step S213-3).

If the user 11 does not want to select ID registration in step S213-3, basic personal data necessary for application for civil affair report, for example, name, resident number, address and so on, are entered (step S213-4). If the user 11 wants to select ID registration, a predetermined registration procedure is performed. The registration procedure includes entry of the user's personal data within the scope of the present invention in which civil affair report and guarantee procedure are performed. After the registration procedure, an ID is given to the user 11.

Now, the civil affair site 12 verifies whether the user 11 is a civil affair reporter or guarantor (step S214). If it is verified in step S214 that the user is a civil affair reporter, the civil affair site 12 gives a filing number to the civil affair reporter (step S215) and then causes the civil affair reporter to enter the kind of civil affair to be reported (step S216).

If it is verified in step S214 that the user 11 is a guarantor, the civil affair site 12 causes the guarantor to specify the document to be guaranteed (step S217). Here, the specifying the document to be guaranteed includes entry of a receipt number or resident number. The receipt number is the one given to a guarantee when the guarantee filed a civil affair report formerly through the civil affair site 12.

Referring back to FIG. 2, when the filing step (step S210) is performed, the civil affair site 12 determines whether the civil affair report requested in step S210 should be made in person by the one concerned or not (step S220-1). If yes, the civil affair site 12 performs a verification step (S220) in which it is verified whether the user 11 is the one concerned or not. Also, in the case where the user 11 is a guarantor, the verification step is

performed. This is because the guarantor should be the principal. Here, the step of verifying the civil affair reporter or guarantor as the person concerned, preferably includes receiving electronic signature or credit card information.

FIG. 4 is a flowchart showing a detailed embodiment of a verification step (S220) shown in FIG. 2, and referring thereto, an example of verifying the civil affair reporter as the person concerned will now be described in detail.

First, if it is verified in step S220-1 that the civil affair report needs to be made in person by the one concerned, it is verified whether the verification of the one concerned is made through electronic signature or credit card information (step S221), and then an electronic signature key or credit card information is received from the user 11 (step S223).

However, if the user 11 does not have any of the electronic signature and the credit card information, the user 11 is allowed to automatically connect to an authorizing organization that manages electronic signature keys for being granted an electronic signature key (step S222). In the case where the user 11 does not want authorization from the authorizing organization, since it is not possible to verify the one concerned, only civil affair reports that does not necessitate a verification step are processed with subsequent steps (step S224).

Then, the guarantor who selected the document to be guaranteed in step S217, enters the electronic signature or credit card information to verify that the guarantor is the very one concerned (step S226), and enters guarantee information necessary for completing guarantee (step S227).

The civil affair site 12 determines whether additional supporting documentation is required in handling the civil affair report or guarantee requested in step S210 (step S230- 1). If it is determined in step S230-1 that additional supporting documentation is not required, the civil affair site 12 proceeds to step S240 of making a settlement of the cost required for handling the civil affair report or guarantee requested in step S210. Here, if it is determined in step S230-1 that additional supporting documentation is required, it is determined whether the supporting document is possessed by the person concerned or should be requested for issuance (step S230-2). If the supporting document should be requested for issuance, the civil affair site 12 requests the issuing organization 13 to issue the corresponding supporting document on-line (step S230). Here, the supporting

document means a document additionally requested for supporting the civil affair report or letter of guarantee, for example, a copy of family register for a marriage report.

Referring back to FIG. 2, the civil affair site 12 makes a settlement of the cost required for handling the civil affair report or guarantee, requested in step S210, on-line with the corresponding financial institution 15 (step S240).

FIG. 5 is a flowchart showing a detailed embodiment of a payment step (S240) shown in FIG. 2, and an example of step S240 will be described in detail.

First, the civil affair site 12 causes the user 11 to enter a payment method for the cost required for handling the civil affair report or guarantee (step S241). Examples of the payment method include electronic bill based payment, financial clearing method such as credit card based payment or Internet banking based payment, electronic GIRO based payment, and so on. Also, in step S241, the civil affair site 12 causes the user 11 to enter a handling result notification method in addition to the payment method, so that it notifies the user 11 of the service handling result in a user's desired manner as to matters that can be delivered to the user 11.

After the civil affair site 12 causes the user 11 to enter a payment method in step S241, it is determined in step S242 which payment method the user 11 selects. If the user selects the electronic bill based payment method in step S242, the civil affair site 12 checks with an electronic bill management organization whether there is a balance (step S243) and then makes a settlement by means of electronic bill (step S243-2). If the balance is short, an electronic bill management organization is automatically connected to make up for the shortage (step S243-1).

However, if the user 11 selects the financial clearing method in step S242, it is determined in step S244 which payment method of the credit card based payment or the Internet banking based payment the user 11 selects. If the user 11 selects the credit card based payment method, the civil affair site 12 causes the user 11 to enter credit card information (step S245) so that the corresponding financial institution makes a settlement of the cost on-line (step S245-1). If the user 11 selects the Internet banking based payment method, the civil affair site 12 causes the user 11 to enter Internet banking related information and then it checks with the corresponding financial institution for confirmation of Internet banking based payment in real-time (step S246).

If the user 11 selects the electronic GIRO based payment method in step S242, the civil affair site 12 receives an application for electronic GIRO accounts from the user 11 (step S247) and then issues electronic GIRO (step S247-1).

Also, the civil affair site 12 determines whether the settlement is successful or not.

If successful, the procedure proceeds to step S250 of FIG. 2. Otherwise, an error message is delivered to the user 11 and the procedure goes back to step S240 (step S248). Here, the error message preferably includes reasons of settlement failure.

If settlement has been successfully made in step S240, the civil affair site 12 reports the accepted civil affair report on-line to the requesting organization 14 or transmits the accepted letter of guarantee on-line to the requesting organization 14 (step S250 : a handling step). That is to say, the civil affair report or letter of guarantee is on-line delivered to the requesting organization 14.

For example, when the user 11 requests a transfer report of resident registration, an application for the transfer report is on-line delivered to the competent office of the user's moving-in residence. In the case of a letter of guarantee, the letter of guarantee made by a guarantor is on-line delivered to a particular bank.

FIG. 6 is a flowchart showing a detailed embodiment of a notification step (S260) shown in FIG. 2. Referring to FIG. 6, a preferred embodiment of a process of handling a civil affair report or guarantee by the requesting organization 14 will now be described in detail.

In the requesting organization 14 that has on-line received the civil affair report or letter of guarantee in step S250, the civil affair report or guarantee is generally performed via multiple departments in charge. In other words, once a civil affair report is filed with a public office, the filed civil affair report passes through not only a reception clerk but also various departments concerned with the corresponding civil affair report until the civil affair report is completed. Thus, it is determined whether the civil affair report or letter of guarantee, received on-line in step S250 should be handled on the spot or in a few days (step S261). If handling on the spot is necessary, the service handling result is notified (step S264). The notification method is based on user's selection in step 240.

If it is determined in step S261 that the handling deadline is a few days, the requesting organization 14 produces special codes representing a pertinent civil affair or

matter to be guaranteed, e. g., bar codes, to the application for civil affair report, letter of guarantee or other particular documents (to be referred to as pertinent document) received on-line from the civil affair site 12, so that when the pertinent document passes through the respective departments concerned, it is processed in real-time by identifying the special codes to then be delivered to the civil affair site 12 or a representative site of the requesting organization 14 (step S262). Then, the user 11 can keep track of the handling procedure of the requested civil affair report, that is, the department where the pertinent document passes through (step S263). When the service of handing the civil affair report or guarantee is completed, the requesting organization 14 notifies the user 11 of the handling result, and if there is any certificate evidencing the same, issues the certificate (step S264).

Here, the certificate issued by the public office is directly delivered to the person concerned. If the document is a document that is possibly delivered by proxy, the civil affair site 12 may be constructed such that it notifies the person concerned of the handling result in the notification method selected by the user 11 in step S240 (step S265).

FIG. 7 is a flowchart showing a detailed embodiment of a handling step (S230) shown in FIG. 2. The step S230 is a step of requesting additional supporting document on- line to the issuing organization 13, and may be performed by linking a site established independently of the civil affair site 12. Otherwise, the step S230 may also be performed in the civil affair site 12.

Referring to FIG. 7, the civil affair site 12 receives a request for issuance of supporting document from the user 11 (step S231). In other words, if the civil affair report or guarantee requires additional supporting documentation, the user 11 may request the issuing organization 13 to issue supporting document (s).

In more detail, the civil affair site 12 causes the user 11 to enter the kind, number, delivery method and place of the requested supporting document. Here, the user 11 may specify the application for civil affair report or letter of guarantee, to be filed with the requesting organization 14, as the delivery place, so that the supporting document issued by the issuing organization 13 can be directly delivered to the application for civil affair report or letter of guarantee in the requesting organization 14. Here, the supporting document is indexed so as to be linked with the application for civil affair report or letter of guarantee.

The civil affair site 12 determines whether verification of the one concerned is

necessary or not in step of requesting the supporting document. Then, the procedure directly proceeds to step S232 if verification is not necessary, while a verification step is performed before proceeding to step S232 if verification is necessary. Here, if the verification step was already performed in step S220, no further verification step is necessary. The above-described steps S221, S222 and S223 may also be employed as the verification step.

Now, payment for the cost required for issuing the requested supporting document is made on-line between the civil affair site 12 and the financial institution 15 (step S232).

Here, the civil affair site 12 may cause the user 1I to enter a payment method to then perform on-line payment for the cost required for handling the requested supporting document through the steps shown in FIG. 5. If the payment is not successfully performed, an error message is delivered to the user 11 and then the handling step S230 is terminated.

However, if the payment is successfully performed, issuance of the requested supporting document is requested on-line to the issuing organization 13 (step S233). Here, the procedure of requesting the issuing organization 13 to issue the requested supporting document is made through the Internet, preferably the Internet running a program having a function of automatically notifying the issuing organization 13 of any request for issuance of supporting document, so that the one who is in charge of issuing the supporting document may be notified of occurrence of request immediately. In other words, since the one in charge of issuing the supporting document can make certain that there is a request for civil affair service for which the oneself is responsible, the requested supporting document can be issued fast.

When the supporting document is issued by the issuing organization 13, the supporting document is delivered in and to the method and place specified by the user in step S231. In other words, since the supporting document additionally necessary for handling the civil affair report or guarantee, can be automatically delivered to the requesting organization 14, if only the user 11 requests the issuing organization 13 to issue the supporting document, the matter related to the civil affair report or guarantee can be settled with ease and convenience. For example, in the case where it is allowed to transmit a supporting document to the requesting organization 14 via fax, the user 11 has only to specify the delivery method and place of the supporting document as fax transmission and

the requesting organization 14, respectively, in step S231. In the case where the original copy of the supporting document must be filed, the delivery method is specified as registered mail, and the delivery place is specified as the requesting organization 14.

FIGS. 8 and 9 are a flowchart showing another detailed embodiments of the handling step (S230) shown in FIG. 7, illustrating the step of issuing'electronic documents'or'electronically issued documents'and the step of verifying the filed electronically issued documents. In other words, document issuance and delivery methods include electronic delivery and direct delivery (off-line delivery). In the former case, the supporting document is classified into a pure'electronic document,'which is not paper- based, and an'electronically issued document'that can be printed from material which has been received on-line, to be used.

FIG. 8 shows the process of requesting for issuance of supporting document (s) when the electronic document is delivered according to the present invention, the process performed such that the person concerned connects to the pertinent site through the Internet.

The person concerned connects to a site to select a usage method of an electronic document to be requested to issue (steps S801-S803). As described above, when delivery of the electronic document is made, the person concerned can optionally select the usage of electronic document to be issued, that is, electronic document and electronically issued document.

If electronic document is selected, the issuing organization issues the requested document with the document itself, stamp or official seal watermarked thereon (step S804).

If electronically issued document is selected, the issuing organization issues the requested document with issue number or secret number watermarked thereon (step S805). Then, the issued document is delivered on-line to the person concerned (step S806).

In the case where the issued document is used as a pure electronic document, since the document itself is watermarked, it is restrictedly used. However, electronically issued documents are liable to be issued or forged in a large quantity just by repeatedly copying printed material. Thus, for electronically issued documents, the requesting organization must perform the step of verifying whether the issued document is genuine or not.

Referring to FIG. 9, the requesting organization receives the printed material

(document) of the electronically issued document from the person concerned, and then connects to the Internet site of the issuing organization of the corresponding electronically issued document (steps S901 and S902). Here, in order to prevent potential hacking attempts, accessing to the Internet site of the issuing organization must be restrictedly allowed only to subscribers who are newly authorized by the issuing organization through ID registration. Also, as will be described later, if errors made exceed a predetermined number of trials, accessing to the pertinent document is prohibited, thereby prevent unauthorized accessing, such as hacking (steps S903 and S904).

After login is normally done through ID registration, information necessary for verifying the original copy, including terminal number, issue date, serial number, page number, document name, password, applicant's name and so on, is entered (step S905).

The particulars written on the filed document are compared with those of the original copy based on the entered information. If the particulars are identical with those of the original copy, the corresponding electronically issued document is verified, the pertinent document is deleted to prevent the same from being used again wrongfully, and then the electronically issued document is labeled"Confirmed"to be used (steps S906- S908). If not identical, it is determined whether the number of errors is less than a predetermined number, and then if yes, reentry is allowed, and if not, accessing to the pertinent document is prohibited (steps S909 and S910).

In the above-described verification step, accessing to the original document by connecting to the Internet site of the issuing organization can be more simply done by using external input device, e. g., a scanner, a bar code scanner, a keyboard or the like (step S911).

To this end, the requesting organization is preferably constructed such that its program for utilizing external system can be downloaded from the Internet site of the issuing organization, which will now be described in detail by way of examples.

First, a user who intends to make a marriage report, connects to the civil affair site 12 through the Internet 20 and then enters his/her basic personal data as requested by the civil affair site 12 (step S210). Then, in order to verify that the user is the very one concerned, the user enters his/her electronic signature (step S220). Here, the supporting document (s) necessary for completing a marriage report are requested on-line, and then the delivery place of the requested document is specified as the pertinent public office

competing the marriage report (step S230).

Then, if the one concerned informs persons who will become witnesses of the one's marriage, e. g. his/her parents of a receipt number that is assigned by the civil affair site 12, the witnesses connect to the civil affair site 12 (step S210) to enter particulars for guarantee regarding the case of the receipt number. Here, the witnesses are also verified through electronic signature (step S220). Now, the requested supporting document is directly delivered to the requesting organization (step S230). In other words, the user can complete his/her marriage report without paying even a visit to any public office.

Second, another user wants to open an overdraft account in a bank, and asks one of user's friends to be a guarantor. Since the friend is not quite difficult to make time to pay a visit to the bank because of work, the friend connects to the civil affair site 12 and enters the user's resident number to specify the subject to be guaranteed. Then, the friend verifies that the guarantor is himself/herself, to confirm guarantee through the electronic signature. Finally, the user can have the overdraft account in the bank.

Industrial Applicability According to the present invention, the user can simply and conveniently achieve a civil affair report or guarantee just by connecting to a site that provides the service according to the present invention through the Internet and by entering particulars necessary for completing the service. Also, since issuance of additional supporting document (s) and payment for the cost necessary for handling the civil affair report or guarantee, are simultaneously carried out on-line, the service can be provided so fast. In particular, the security of civil affair reports necessitating verification of the one concerned can be ensured by the verification function using electronic signature or credit card information. Also, according to activation of the electronic bill payment system, the payment procedure becomes facilitated. Further, a user needs not to pay a visit in person to a pertinent public office, which gives the user convenience, and saves the clerks in charge, time and work load. Accordingly, the overall society competitiveness can be lifted.
