Apparatus and methods are provided to perform random access procedure in a NR access system. In one novel aspect, one entity (UE/network) determines the transmission/reception format based on different conditions, which is determined by the channel reciprocity information, beam tracking results and the information reported from the peer entity (network/UE). In one embodiment, the entity determines the transmission format and content for the transmitter based on the different conditions. The conditions comprise whether the entity knows its own best Tx beam for transmission and whether the peer entity knows its own best Rx beam at the peer entity. In one embodiment, the entity determines the reception format for the receiver based on different conditions. The conditions further comprise whether entity knows its own best Rx beam for reception and whether the peer entity knows its own best Tx beam at the peer entity. UE determines the transmission format for MSG1 and MSG3 and the reception format for MSG2 and MSG4 based on the DL beam tracking result, channel reciprocity information as well as the information indicated by the network.
