A microwave heater (1) and an aerosol generating device (100). The microwave heater (1) comprises: an outer conductor unit (11), which is cylindrical and has a first open end (111) and a closed end (112); a probe device (13), the probe device (13) being elongated and having an end fixed to the closed end (112) and ohmically connected to the closed end (112), and the other end extending towards the first open end (111); and an inner conductor unit (12) comprising an inner conductor cylinder (121) having a cylindrical shape, wherein the inner conductor cylinder (121) is axially arranged in the outer conductor unit (11) and surrounds the probe device (13); and spacings are formed between an outer wall surface of the inner conductor cylinder (121) and an inner wall surface of the outer conductor unit (11) and between an inner wall surface of the inner conductor cylinder (121) and an outer wall surface of the probe device (13). The height of a heating cavity (1213) can be effectively reduced, and a space utilization rate in the cavity is improved.
