Provided are a mobile phone screen-based application-recommendation method and system, said method comprising: step A: uniformly dividing the time of one day into a plurality of time periods, and counting the frequency with which a user uses different applications within each time period (S101); step B: from high to low, successively ranking the usage frequencies of the different applications during each of the time periods, and recording the order (S102); step C: if no other recommended content is on the mobile phone screen, then displaying at a preset position on the mobile phone screen the first N application shortcuts, ranked in order of usage frequency during the current time period (S103). In the method, the times during which each user uses different applications have a certain regularity; with regard to the user's usage preferences during different time periods, such as checking road conditions or weather conditions on a map when getting up in the morning, or using email and WeChat during working hours, application icons are displayed on the mobile phone screen according to usage frequency, so that the user may, in the shortest possible time, activate an application commonly used during the current time period.
