Abstract:
[Problem] To allow increase of the frequency of message transmissions to be suppressed even in a case of employing a fast handover. [Solution] A user terminal starts preparation of a handover when the reception power of a target cell becomes equal to or greater than a first threshold value ThLOW; the user terminal performs a fast handover to execute the handover when the reception power of the target cell becomes equal to or greater than a second threshold value ThHIGH; the user terminal uses a timer to perform a timing control to maintain an instant-handover state, in which a handover can immediately be executed, until a predetermined standby time elapses from the execution of the handover; and the user terminal terminates the instant-handover state upon a lapse of the standby time.
