Abstract:
The present application provides a mobility management method. The method comprises: a first network device receives a first message, the first message comprising information used for indicating a target cell; the first network device determines, according to at least one of the following information, whether to allow a terminal device to access the target cell: context information of the terminal device and resource state information of the target cell. According to resource state information comprising a plurality of cells and/or the context information of the terminal device, it is determined whether to allow the terminal device to access the cell, so that determination can be made before the terminal device accesses the target cell, thereby increasing the access success rate, avoiding the waste of resources, and achieving the centralized control of the plurality of cells.
