Abstract:
The present invention is provided with: a photographing unit (10) which photographs an object region to obtain an image; a block division unit (motion detection unit (15)) which divides the image obtained by the photographing unit (10) into a plurality of blocks; a detection sensitivity acquisition unit (input/output unit (13)) which acquires information indicating a detection sensitivity for each of the blocks divided by the block division unit; a motion determination unit (15) which determines the presence or absence of a motion according to the corresponding detection sensitivity acquired by the detection sensitivity acquisition unit in each of the blocks divided by the block division unit; and an output unit (input/output unit (13)) which outputs the result of the determination by the motion determination unit (15).
