Abstract:
A CPU (14p) specifies a plurality of partitioned areas upon a map image representing a bird's eye view state of a plane defining a space, and assigns a plurality of measurement areas which respectively correspond to the specified plurality of partitioned areas to a field of view image which has been output from a camera (12) which captures the plane. The CPU (14p) also classifies the measurement areas which have been assigned to the camera image into proper areas which match size conditions and non-proper areas which deviate from the size conditions. Degrees of congestion of partial fields of view belonging to the proper areas are detected on the basis of the field of view image which has been output from the camera (12), whereas degrees of congestion of partial fields of view belonging to the non-proper areas are detected on the basis of the degrees of congestion that have been detected for the proper areas. Loss of motion detection precision caused by a decrease in sizes of the measurement areas is suppressed.
