Abstract:
This moving image encoding device 50 maintains a high encoding efficiency and performs encoding for reducing occurrence of a flicker at the time of replaying a moving image in an encoding process for the moving image by being provided with: an acquisition unit 51 which acquires subsequent frames of a target frame in an order of encoding the frames when the moving image including a plurality of frames in which intra pictures and inter pictures are determined is encoded and the target frame to be encoded is the inter picture; a determination unit 52 which determines whether the frequency of flicker occurrence, which is considered at the time of decoding the encoded moving image, satisfies a reference on the basis of characteristics of the target frame and characteristics of the subsequent frames; and a generation unit 53 which generates, as a prediction target image used for encoding the target frame, a provisional prediction image on the basis of the subsequent frames and a reference frame referred to by the target frame, when the determination result indicates that the reference is satisfied.
