The purpose of the present invention is to provide nano-functional particles including a hydrophilic substance, and a method for producing the nano-functional particles. The present invention pertains to: nano-functional particles including a hydrophilic substance, which are obtained by passing, through different flow passages, a liquid prepared through dissolution of a surfactant and a highly water-soluble solute in water and a liquid prepared through diffusion of a hydrophilic substance in a liquid prepared by dissolving a surfactant in a solvent, mixing the liquids immediately before being sprayed, then spraying the mixture in a state of liquid fine particles by means of a pressurized gas, and vaporizing and removing the water and the solvent; and a method for producing the nano-functional particles.
