This network node includes: a receiving unit which receives a message requesting initial registration or position registration from a user device; and a transmitting unit which, if the user device is unable to connect to any network slice, transmits to the user device a message permitting initial registration or position registration, including information relating to a connection restriction to cause the user device to transition to a state of being registered and being denied service.
