Abstract:
Provided in the present application is a network selection method. The method can comprise: a mobility management network element of a first upper-layer network acquiring second indication information, wherein the second indication information indicates whether a first lower-layer network can provide an Internet protocol multimedia subsystem (IMS) voice service by means of a packet-switched (PS) session accessed by a new radio (NR) cell; determining first indication information according to the second indication information, wherein the first indication information indicates whether the first upper-layer network can support the provision of the IMS voice service by means of a PS session accessed by a non-third generation partnership project (N3GPP); and sending the first indication information to a terminal device. By means of the solution of the present application, a terminal device can select, according to indication information, a lower-layer network capable of providing an IMS voice service, and access same, thereby ensuring the quality of service when the terminal device uses the IMS voice service in an upper-layer network.
