A non-bottom sealed double-wall steel cofferdam structure and a construction method therefor. The steel cofferdam structure comprises: blade foot recesses (1) formed by recess punching in a river bed, the blade foot recesses (1) being cleaned; blade feet (21) are mounted at the bottom of a double-wall steel cofferdam (2); a lowering system is used to lower the double-wall steel cofferdam (2) in place and enable the blade feet (21) to be located in the blade foot recesses (1), concrete is poured into the blade foot recesses (1) and the blade feet (21), and the lowering system is removed after the strength of the concrete in the blade foot recesses (1) and the blade feet (21) meets design requirements; the cofferdam body is heightened, operation platforms (53) are symmetrically mounted along the overall structure at outer wall positions of an inner support (4) of the cofferdam body, an anchoring system (3) is mounted on the double-wall steel cofferdam (2) to anchor the double-wall steel cofferdam (2), and during anchoring, the anchoring system (3) is tensioned on the operation platforms.
