A non-oriented electrical steel sheet, according to one embodiment of the present invention, comprises, by weight%, Si: 3.0% to 4.0%, Al: 0.3% to 1.5%, Mn: 0.1% to 0.6%, at least one from among Sn and Sb: 0.006% to 0.1%, C: 0.0015% to 0.0040%, Cr: 0.01% to 0.03%, Cu: 0.003% to 0.008%, Mg: 0.0005% to 0.0025%, and a balance of Fe and inevitable impurities.
