Abstract:
This non-oriented electromagnetic steel sheet comprises a parent-material steel sheet (10) and an insulating film (20) formed on the surface of the parent-material steel sheet (10). The insulating film (20) contains a metal phosphate and an organic resin. The arithmetic average of the center-line average roughness Ra75 of the insulating film (20) in the rolling direction of the parent-material steel sheet (10) and the center-line average roughness Ra75 of the insulating film (20) in a direction perpendicular to the rolling direction is 0.20-0.50 μm. The nitrogen content of the insulating film (20) is 0.05-5.00 mass%.
