Abstract:
From offenders who have committed a traffic offense, including pedestrians and bicyclists, this offender detection device (10) detects habitual offenders who habitually and repeatedly commit traffic offenses. The offender detection device (10) is provided with an offense detection unit (12), an image acquisition unit (11), and a habitual offender detection unit (14). The offense detection unit (12) detects pedestrian or bicyclist traffic offenses. The image acquisition unit (11) acquires images of the offender of a traffic offence detected by the offense detection unit (12). The habitual offender detection unit (14) detects that the offender is a habitual offender if the person appears as an offender in multiple images that were acquired by the image acquisition unit (11) and that were captured at different days and times.
