It is intended to provide an environment-responsive oil-absorbing mat causing little air pollution, which absorbs oil from water face at a high efficiency and, after recovery, can be biologically degraded within a short period and burnt at a low temperature. An oil-absorbing mat of the composite type wherein an easily degradable non-woven fabric is layered on a base material comprising, as the main components, from 80 to 95% by weight of cellulose fibers made up of a surface-treated cotton seed fiber, a natural water-repellent fiber, a cotton fiber and pulp, from 2 to 15% by weight of an organic binder made up of an organic resin and a heat-adhesive organic fiber and from 0.5 to 5% by weight of an oil-absorbing water-repellent agent. After absorbing oil, the mat can be subjected to a biological degradation treatment by spraying an oil-degrading bacterium thereon. That is, it is an environment-responsive oil-absorbing mat.
