An ontology creation device according to an embodiment comprises: a first selection unit that accepts an input operation for selecting a class on the basis of information indicating definitions of candidates for classes in an ontology; an acquisition unit that, on the basis of information relating to definitions of properties indicating connection relations between classes as an object and classes as a subject, acquires candidates for a class as the subject when the selected class is used as the object; a second selection unit that accepts an input operation for, on the basis of the candidates, selecting instances belonging to the class as the subject when the selected class is used as the object; a relation setting unit that sets connection relations between instances belonging to the selected class and the selected instances; and an output unit that creates and outputs an ontology indicating the selected class and instances, and the set connection relations.
