An operating mechanism having three operating positions, the mechanism comprising: a front board (1), a rear board (2), an output module (8), an operating shaft module (3), a ground-side on-off switch board module (4), an isolation-side on-off switch board module (5), and a spring module (6). The operating shaft (31) is a core component of the operating shaft module (3). The output module (8) is mounted on the operating shaft (31), and rotatable about an axis of the operating shaft (31). A ground-side on-off switch board (41) is mounted on the operating shaft (31) and near the front board (1). The isolation-side on-off switch board (51) is mounted on the operating shaft (31) and near the rear board (2), and is rotatable about the axis of the operating shaft (31). The operating mechanism having three operating positions provides an output in a simple manner, reduces the volume of the switches, and enables universality of the mechanism.
