A problem of heating operation of a refrigeration cycle device exists in that regulating the operation only by one pressure reducer causes frosting on an outdoor heat exchanger, causing a refrigerant flowing in a refrigerant-water heat exchanger to take time until its temperature is sufficiently high, and this results that the time until an indoor air-conditioning temperature reaches a target temperature is longer. An operation device for a refrigerant cycle comprises a compressor (10) for compressing a refrigerant, a first heat exchanger (13) for exchanging heat between outside air and the refrigerant, a second heat exchanger (16) for exchanging heat between outside air and the refrigerant, a variable-opening first pressure reducer (12) provided on the downstream side of the second heat exchanger, a variable-opening second pressure reducer (13) provided on the upstream side of the second heat, a radiator (11) for heat radiation, provided between the first pressure reducer and the compressor, and an opening-regulating means (100) for regulating the opening of the first reducer and second reducer based on information relating to the temperature of the refrigerant in the second heat exchanger.
