This operation management system comprises: a first system unit (2) capable of communicating with an onboard device (102) installed in a vehicle and a terminal (103); and a second system unit (3) capable of communicating with the first system unit. The first system unit has an analysis unit that analyzes operation data of the vehicle which has been received from the onboard device, a first provision unit that provides the analysis results of the analysis unit to the terminal, and a first transmission unit that transmits predetermined data required for detecting fuel theft from among the operation data which has been received from the onboard device. The second system unit has a fuel theft detection unit that detects fuel theft on the basis of the operation data transmitted from the first system unit, and a second transmission unit that transmits the detection results of the fuel theft detection unit to the first system unit. The first system unit has a second provision unit that provides, to the terminal, the detection results which have been transmitted from the second system unit.
