The optical modulating device (100) includes a base substrate (20a); a plurality of protrusions (20b) on the base substrate (20a) in the light transmissive region (T) and configured to allow light emitting out of a side of the optical modulating device (100); and a reflective layer (23) on the base substrate (20a) in the light blocking region (B) and configured to block light from emitting out of the side of the optical modulating device (100).
