A packaging bag for caramel-wrapping with a sheet, the packaging bag comprising: a paper layer that contains a paper component; and resin layers that are arranged on both surfaces of the paper layer, while containing a thermoplastic resin. With respect to this packaging bag, the proportion of the paper component in the packaging bag is 45% or more.
