A paper feed roller capable of assuring a rigidity and an accuracy and reducing a machining cost and a material cost and a method of manufacturing the roller, the paper feed roller (10) comprising a hollow pipe−like member (11) having a paper feed part for feeding paper formed thereon and a pair of shaft members (12) coaxially fixed to both end parts of the pipe−like member (11), the pipe−like member (11) further comprising a hollow steel pipe (13), a synthetic resin cover material (14) for covering the outer peripheral surface of the steel pipe (13), and a synthetic resin friction coat layer (18) containing hard particles (16) formed on the outer peripheral surface of the cover material (14), wherein a steel pipe (for example, artificial bamboo) covered with the synthetic resin cover material can be used as the material of the pipe−like member (11) and, after the shaft members (12) are fixed to both ends of the material, parts of the outer peripheral surfaces of the shaft members (12) and the entire outer peripheral surface of the cover material (14) are smoothly machined, and then the synthetic resin friction coat layer (18) is formed.
