A paper layer and a packaging sheet, and manufacturing methods therefor, a packaging sleeve and a packaging container. The paper layer comprises, in the thickness direction thereof, a first layer, a second layer, and an intermediate layer located between the first layer and the second layer, which layers are arranged in a stacked manner, wherein the first layer, the intermediate layer and the second layer all comprise a chemical wood pulp; the chemical wood pulp comprises a first chemical fiber pulp containing first fibers and a second chemical fiber pulp containing second fibers, the fiber length of the first fibers being greater than the fiber length of the second fibers; and the content of the first chemical fiber pulp of at least one of the second layer and the first layer is higher than the content of the first chemical fiber pulp of the intermediate layer. By using the paper layer, the phenomenon of missing packaging of a packaging container can be reduced or even eliminated, and the quality of a packaged product is improved.
