Provided is a parameter transmitting method, comprising: determining at least one of a first designated parameter and a second designated parameter, wherein the first designated parameter is used to indicate the number of resources increased or decreased on the basis of a predetermined candidate channel resources, the second designated parameter is used to indicate the number of resources contained in the channel resources required for the terminal data transmission, and the predetermined candidate channel resources comprise one or more candidate channel resources pre-configured for the terminal; and transmitting at least one of the first designated parameter and the second designated parameter to the terminal through a first signaling. Also disclosed are a parameter transmission device, a resource determination method, a resource determination device, a base station, and a terminal.
