The present disclosure belongs to the technical field of communications. Provided are a phase shifter, a phase shifter array, an antenna array, and an electronic device. The phase shifter of the present disclosure comprises: a first dielectric substrate and a second dielectric substrate, which are arranged opposite each other; a first transmission line and a second transmission line, which are arranged on the side of the first dielectric substrate that is close to the second dielectric substrate; a plurality of patch electrodes, which are arranged on the side of the second dielectric substrate that is close to the first dielectric substrate; and an adjustable dielectric layer, which is located between a layer where the transmission lines are located and a layer where the plurality of patch electrodes are located, wherein two ends of each of the plurality of patch electrodes respectively overlap with orthographic projections of the first transmission line and the second transmission line on the first dielectric substrate, and at least two of the plurality of patch electrodes are connected to different first bias voltage lines.
