This pigment dispersing solution that is a graft-type silicone polymer includes a pigment dispersing agent and a pigment, said pigment dispersing agent being represented by general formula 1 (wherein R1-R10, R15, and R16 are each a hydrogen atom, a hydroxyl group, an aryl group, or a C1-3 alkyl group; R11 and R12 are each an arylene group or a C1-3 alkylene group; Y and Z are each a single bond or a divalent organic linking group; A is a group having a pigment adsorbing site; B is a group having a structure represented by general formula 2; l and n are each integers not less than 1; m is an integer not less than 0, and k is an integer not less than 1).
