A pixel electrode layer (26), an array substrate having the same, and a display panel. The pixel electrode layer (26) is a transparent or semi-transparent film and is provided with a plurality of circular holes (262), the circular holes enabling liquid crystal molecules to form circular directional arrangements, thus achieving effect of a wide-viewing angle.
