Abstract:
The purpose of the present invention is to obtain a plant operation assistance system that can reflect changes of situations of an operator in decisions on the importance levels of procedures and that can more appropriately assist in operation. A plant situation operation system (100) comprises: a risk calculation unit (126) for calculating a risk (P31) of a failure in addressing an event to be addressed; an operation influence factor decision unit (125) for deciding an operation influence factor (P42) on the basis of a performance situation (P23) and an environment situation (P24) that are determined on the basis of information indicating external characteristics and internal characteristics of the operator; and a procedure importance level decision unit (P51) for, on the basis of a procedure importance index (P41) calculated from the risk (P31) and the operation influence factor (P42), deciding the procedure importance levels (P51) for respective procedures in the case where the procedures are implemented by the operator.
