A powder stirring device comprises a reaction container and a rotation drive device. The reaction container has a cylindrical outer peripheral wall and a pair of end face walls. One end of the outer peripheral wall and the other end are each provided with an end face wall. The reaction container is disposed inside a heat-insulating cover such that the axial center of the outer peripheral wall is parallel to the horizontal direction. The outer peripheral wall has an inner peripheral surface rotationally symmetric to the axial center. During powder treatment, powder is accommodated in the reaction container and the reaction container is rotated by the rotation drive device about a rotational axis that passes through the axial center of the outer peripheral wall. In this state, a treatment gas is fed into the reaction container. Additionally, the treatment gas inside the reaction container is discharged.
