A microgrid of the present invention includes a solar power generation system, power customers, a power generation system, a hydrogen production system, and a storage battery system. An EMS comprises: a target presenting unit that presents a target power; a power acquiring unit that acquires confluent power obtained by adding the power output by the solar power generation system, the power consumed by the power customers, the power output by the power generation system, the power consumed by the hydrogen production system, and the power output or consumed by the storage battery system; and a command value generation unit that generates a command value so that the confluent power asymptotically approaches to the target power. The confluent power includes a long intermediate period component and a short period component. The command value generation unit outputs a command value corresponding to the long intermediate period component to the power generation system or the hydrogen production system. The command value generation unit outputs a command value corresponding to the short period component to the storage battery system.
