The purpose of the present invention is to create a reduced model in consideration of change in the operation of power equipment in a power system. A power system monitoring device comprises: a storage unit for storing a plurality of patterns of power transmission paths that can be formed in accordance with the state of power equipment in a second power system; a communication unit for receiving a first measurement information that is periodically measured by a first measuring device provided at a first interconnection point between a first power system and the second power system and describes the state of the first interconnection point; and a calculation unit for reducing a second power system model by using each of the patterns to create reduced model candidates corresponding to the respective patterns, calculating a feature amount describing the feature of each of the reduced model candidates, calculating, based on the first measurement information, a reference feature amount that is the feature amount of the second power system, and selecting, from among the reduced model candidates, a reduced model candidate corresponding to the feature amount closest to the reference feature amount as a reduced model.
