Provided is a protective substrate for a photovoltaic device that is optimal for the construction of a photovoltaic device and that has good weather resistance and durability, is easy to produce, has improved condensing efficiency, and has a higher photoelectric conversion efficiency than conventional structures. The protective substrate for a photovoltaic device has a construction wherein there is a transparent resin layer (102) having an uneven structure at the surface of a transparent substrate (101) disposed on the light-receiving part of the photovoltaic device, and the refractive index of the transparent resin layer (102) is the same as or less than the refractive index of the transparent substrate (101). The protective substrate is produced by dispersing and dissolving resin in a solution, applying the resulting composition onto the substrate, and the like, to form the uneven structure.
