The application discloses a public land mobile network (PLMN) indication method and selection method, and a device. The method comprises: determining at least one PLMN supported by a current cell, the at least one PLMN comprising a first target PLMN, and a core network supported by each first target PLMN comprising a core network supporting a mobile communication first protocol; and generating a system message, the system message comprising a first cell access related information field complying with the first protocol and a second cell access related information field complying with an existing mobile communication second protocol, the first cell access related information field carrying a first PLMN list, and the first PLMN list comprising information related to the first target PLMN.
