Disclosed are a radiation refrigeration fabric and a product. The radiation refrigeration fabric comprises a flexible substrate layer and a functional layer arranged in a laminated manner, the functional layer comprises a first functional layer, the thickness of the first functional layer is 10 μm to 200 μm, the first functional layer comprises first functional resin and first functional filler dispersed in the first functional resin, the mass fraction of the first functional filler in the first functional layer is 1% to 20%, the emissivity of the radiation refrigeration fabric in the wave band of 7 μm to 14 μm is not lower than 80%, the reflectivity of the radiation refrigeration fabric in the wave band of 300 nm to 2500 nm is not lower than 80%, an average value of a radial recovery angle of the radiation refrigeration fabric is greater than or equal to 95°, and an average value of a weft recovery angle is greater than or equal to 91°. The product is made of the radiation refrigeration fabric.
