Abstract:
[Problem] To improve the fairness of throughput of all terminals even in a case of applying an interference management technique, such as eICIC. [Solution] In a radio communication system including first and second communication areas at least partially adjacent to each other, if radio resources are restricted in the second communication area, the load (Ld2) of the second communication area is weighted on the basis of information (R) related to the radio resource restriction of the second communication area, and the coverage between the adjacent communication areas is updated on the basis of the load (Ld1) of the first communication area and the weighted load of the second communication area.
