In a radio wave emitting device according to the present disclosure, during execution of a normal operation, a control unit switches an operation of the device from the normal operation to a protection operation when protection is required for at least one of signal amplification units on the basis of one or both of a temperature measurement value and a reflected wave power measurement value. The normal operation includes setting a radio wave power target value to a normal target value of a radio wave emitting unit. The protection operation includes setting the radio wave power target value to a protection target value of the radio wave emitting unit. The protection target value is smaller than the normal target value in one or both of a radio wave emitting unit to be protected and a radio wave emitting unit not to be protected. The protection target value is set such that a power consumption distribution inside a cavity at the time of execution of the protection operation more closely approaches the time of execution of the normal operation than when only the power target value of the radio wave emitting unit to be protected is set to the protection target value.
